Are they supposed to be the best ninjas? What about the best long range Heavy, Medium, and vehicle scanners? Heck, they can even take the MinScout's role of being a speedster or the AmarrScout's role of a light Assault with a built in repper.
Are they generalists? I have no idea what their role is supposed to be. It seems like they can do anything. I'm not complaining because... I really do enjoy my GalScout, but I'm a little curious to know what its purpose is.

loI have been gal scout since I started in dust
and I can tell you after getting both cal and gal to proto cal is better
dont get me wrong I love my gal scout to death but cal makes for 100% better squad play

my squad play caldari scout
2 comp precision, 2 comp range, 2 comp extenders, X3 nano's, BDR rep tool.
I defend a home base with 1-2 squadmates 1 being a heavy
I have ran this set up 3 times in the last few days with a balac's gar and have not lost one yet

So your idea of what is better is based entirely on the shallow end of the talent pool playing pubs and fitting everything incorrectly. Ok. Well that's good to know for defeating bad teams but it doesn't really help in beating good ones.

A GalScout will not be beaten in profile dampening or range amplification. In terms of speed, it will only lose by .01 Sprint to a MinScout. In terms of tank, the AmarrScout will only beat the GalScout by 37 HP, but the GalScout would have the added benefit of a 3 hp/s rep.
it can be beat most people gather everthing they can do and bundle it up into one loadout
thats one thing the gal scout can't do
it cant damp, speed tank, armor tank, regulate tank, precision tank, range tank all in the same fit

you do know if you wear two damps a gallente cannot scan you right
and thats depending on if the scout at hand has the knowledge to equip dual enhancers

you ran scouts before 1.8 you could do better then most these guys in a militia scout

everybody fits their suit with ehp totally disregarding all racial scout bonuses

you cannot make it to where the caldari scout can scan a gallente scout
it's not fair
the caldari can scan anything and everything but a gal scout
in return the gallente no matter what ewar mods he throws on cannot scan a properly damped cal scout
